I would go as far as to say that you have to buy specialised laptops to do diagnostics because the would have the right hardware inside it and ports to do it.
Basically they are like a miniature Crypton machine.
Not like in my day with a 12″ screwdriver, blade on the block and the handle stuck in your ear!
